All water utilities must inventory service lines and document material. How VPie helps combine existing data with fresh field surveys.
Under EPA's Lead and Copper Rule Revisions, every community water system must maintain a service line inventory identifying the material of each line on both the utility and customer side. Most utilities can answer part of that from records. The rest takes fieldwork.
Each service connection is classified by material — lead, galvanized requiring replacement, non-lead, or lead status unknown — for the utility-owned portion and the customer-owned portion separately. "Unknown" is a valid starting classification, but it isn't a resting place: unknowns drive replacement planning obligations and public notification, so reducing them is the core of the work. The inventory must also be publicly accessible and kept current as lines are verified or replaced.

Reconciling these against the billing and GIS records usually resolves a meaningful share of the system and, just as importantly, tells you where the remaining uncertainty is concentrated.
Whatever records can't resolve needs an inspection. Common methods include visual inspection at the meter or entry point, scratch-and-magnet testing, curb box or potholing excavation, and vacuum excavation where surface restoration matters. Statistically representative sampling within construction cohorts can support predictive classification for the rest of a cohort, where the state primacy agency accepts it.
Customer-side verification is the harder half, because it needs access. Self-reporting through a guided photo submission works well as a first pass and is far cheaper than a truck roll — but plan for a percentage that will require a visit regardless.
Whatever method you use, capture the same things every time: location, date, inspector, method used, material observed on each side, and a photograph. Inventories get revisited — by the state, by the public, and by your own replacement program years later. A classification with no supporting evidence has to be redone.
The inventory isn't a one-time deliverable. Every main replacement, meter change-out, leak repair, and customer-side plumbing job is an opportunity to confirm or correct a record. The utilities that stay current are the ones that made material capture a standard field on ordinary work orders instead of a separate project.
